Mrs. Delina Ibrahimaj was born in Tirana on December 23, 1983. Since September 2023, she has served as Minister of State for Entrepreneurship and Business Climate.
Prior to this role, Mrs. Ibrahimaj held the position of Minister of Finance and Economy.
In November 2012, she earned a PhD in Banking and Finance from the University of Rome “Tor Vergata”, and in December 2009, she obtained a Master of Science in General Management from “Luigi Bocconi” University in Milan, Italy, where she also completed her Bachelor’s studies in Management and International Economics.
Mrs. Ibrahimaj has participated in a number of professional training programs, including a train-the-trainers program in Anti-Corruption and Good Governance, organized by the Albanian School of Public Administration with the support of the OSCE Presence in Albania and other international partner institutions. She has been a member of the Statistics Council at INSTAT since 2016, a board member of FED Invest since 2017, as well as a member of the Institute of Social Insurance.
Mrs. Ibrahimaj has extensive experience in public administration and state institutions. In 2019, she was appointed Director General of Taxation; prior to that, she served as Director General of the Institute of Statistics (2016–2019), and between 2015 and 2016, she was Financial and Economic Affairs Coordinator at the Prime Minister’s Office. From 2011 to 2015, she worked as an economist at the Bank of Albania.
In addition to her public sector career, she also has work experience in the private sector, where between 2005 and 2010 she held managerial positions in distribution and finance.
Mrs. Ibrahimaj is fluent in English, Italian, and French.
